Amends Section 3-603 of the Illinois Vehicle Code regarding drive-away permits for vehicles sold to nonresidents without valid registration in their home state.

Extends the validity period of drive-away permits from 7 days to 30 days from the date of sale.

Permits can only be used to operate vehicles from the place of sale to a destination outside Illinois and cannot be used for any other purpose.

Allows both dealers and nonresidents who purchased vehicles from non-dealers to apply to the Secretary of State for drive-away permits by submitting proof of status and eligibility.

Takes effect upon becoming law.
