Establishes the Division of Probation Services as an independent agency headed by a Director appointed by the Governor, removing it from the Illinois Supreme Court's administration.

Transfers all rights, powers, duties, and functions previously held by the Division of Probation Services of the Supreme Court to the new independent Division of Probation Services.

Abolishes the position of Director of the Division of Probation Services within the Supreme Court and transfers all personnel, records, property, and pending business to the new Division.

Amends multiple statutes (Correctional Budget and Impact Note Act, Juvenile Court Act of 1987, Pretrial Services Act, Unified Code of Corrections, and Probation and Probation Officers Act) to reflect the organizational change from Supreme Court oversight to independent agency status.

Includes transition provisions ensuring that existing rules, standards, and collective bargaining agreements remain in effect and that previous actions taken by the former Division remain valid.
