Secretary of State may conduct random drug testing of applicants under age 18 applying for instruction permits.

Secretary of State may not issue an instruction permit to applicants who test positive for controlled substances or cannabis.

Applicants who initially test positive may receive a permit if they test negative for controlled substances or cannabis at a later date.

Secretary of State shall adopt rules for implementing the drug testing program and shall prescribe an additional fee to be added to first-time driver's license fees to cover testing costs.
