HB4906 - Accountability in Higher Education Act

• Creates the Accountability in Higher Education Act requiring Illinois public universities to develop annual academic, financial, and enrollment plans.

• Annual plans must include tuition and fee estimates, enrollment projections, strategies to meet state policy objectives, and accountability measures related to accessibility and affordability.

• Plans must be submitted to the Board of Higher Education by June 30th each year for review and recommendations at regularly scheduled board meetings.

• Public universities must formally commit to meeting 10 state policy objectives including providing access, maintaining academic standards, improving student retention, developing articulation agreements with community colleges, stimulating economic development, and making enrollment affordable regardless of income.

• Board of Higher Education shall develop performance indicators to measure whether universities are meeting the established state policy objectives.
