Prohibits intentional application of phosphorus-containing fertilizer products to turf, except when establishing new grass or when soil tests show phosphorus deficiency within 36 months prior to application.

Bans application of phosphorus-containing fertilizer, processed manure, and finished sewage sludge products to frozen turf or impervious surfaces, with requirement to immediately remove accidentally applied materials.

Restricts retail sales of phosphorus-containing fertilizer products unless the retailer knows the purchaser intends to use it for grass establishment, phosphorus-deficient soil, agricultural production, or golf courses.

Prohibits retail display of phosphorus-containing fertilizer products, though retailers may post signs indicating the product is available upon request for permitted uses.

Establishes civil penalties of up to $50 for first violations and $200-$500 for subsequent violations, enforced by the Illinois Department of Agriculture.
