Amends the Firearm Owners Identification Card Act to eliminate the requirement for applicants to submit a photograph unless they lack a valid Illinois driver's license or Illinois Identification Card.

Permits the Department of State Police to use digital photographs and signatures from existing Illinois driver's licenses or Identification Cards for firearm identification card applications when available.

Requires applicants to consent to the Department of State Police using their digital driver's license or Illinois Identification Card photograph and signature on their Firearm Owner's Identification Card.

Directs the Secretary of State to study the cost and feasibility of adding an identifiable code or marking to driver's licenses or Illinois Identification Cards to indicate whether an individual is disqualified from firearm ownership under state or federal law, with findings to be reported within 12 months.
