HB5007 Summary: Department of Juvenile Justice Mortality Review Team Act

• Creates mandatory multidisciplinary mortality review teams to investigate every death of youth in the Department of Juvenile Justice's custody within 90 days of the death or completion of law enforcement investigation.

• Teams must include at least one member each from 12 specified categories including physicians, psychologists, coroners, State's Attorneys, law enforcement, hospital representatives, and juvenile justice advocates.

• Director of Juvenile Justice must respond to team recommendations within 90 days regarding implementation and provide detailed implementation plans within 180 days to the team and Executive Inspector General.

• Team meetings are closed to the public and all records are confidential and exempt from Freedom of Information Act requests; team members are protected from civil or criminal examination regarding information presented to the team.

• Amends the Open Meetings Act and Freedom of Information Act to exclude mortality review team meetings and records from public access requirements.
