Requires school districts to provide instruction on all-terrain vehicle and off-highway motorcycle laws in grades K-12, integrated into social studies, American government, driver education, or other appropriate courses.

Prohibits operation of all-terrain vehicles and off-highway motorcycles on streets, roads, and highways in Illinois, with limited exceptions for golf carts and neighborhood vehicles on designated low-speed roads.

Mandates that operators of all-terrain vehicles and off-highway motorcycles be at least 16 years old, possess a valid driver's license, wear a properly fitted and secured helmet, and prohibits passenger riding.

Requires driver's license applicants to demonstrate knowledge of all-terrain vehicle and off-highway motorcycle laws on the written examination; authorizes Secretary of State to suspend driver's licenses for 6 months for violations.

Directs Secretary of State to include all-terrain vehicle and off-highway motorcycle laws in "Rules of the Road" publications and requires Legislative Research Unit to include such information in "Laws for Youth" publications.
