Amends Illinois Vehicle Code Section 11-1404 to require both motorcycle operators and passengers to wear helmets meeting Federal Motor Vehicle Safety Standard No. 218.

Extends helmet requirement to operators and passengers on motor driven cycles and motorized pedalcycles (mopeds).

Requires all riders to wear eye protection in the form of glasses, goggles, or a transparent shield; contact lenses are not acceptable.

Defines acceptable eye protection standards, including shatter-resistant materials for glasses and shields, and goggles that protect from front and sides without obstructing peripheral vision.
