Amends the Illinois Police Training Act to require sensitivity training regarding the African American male population of Illinois for all probationary and permanent police officers.

Mandates that this sensitivity training be included in the curriculum for certified police training schools alongside existing courses in civil rights, human relations, and cultural diversity.

Requires the same sensitivity training for permanent police officers as part of refresher and in-service training requirements.

Applies the sensitivity training requirement to all home rule units, or if they do not voluntarily participate, they must provide training at least as extensive as that required under this Act.

Takes effect immediately upon enactment.
