Amends Section 31-6 of the Criminal Code of 1961 regarding escape and failure to report to penal institutions.

Creates new subsection (b-1) establishing penalties for persons committed to the Department of Human Services who are charged with or found not guilty by reason of insanity of felonies or misdemeanors, with intentional escape constituting a Class 2 felony for felony charges and Class A misdemeanor for misdemeanor charges.

Applies Class 2 felony penalties to individuals under the Sexually Violent Persons Commitment Act or in DHS detention awaiting such commitment who intentionally escape from secure residential facilities.

Maintains existing penalty structure for other escape scenarios: Class 2 felony for felony escapes, Class 3 felony for failure to report on felony sentences, Class A misdemeanor for misdemeanor escapes, and Class B misdemeanor for failure to report on misdemeanor sentences.

Escalates any violation of escape provisions to Class 1 felony if committed while armed with a dangerous weapon.
