Amends the Downstate Forest Preserve District Act to allow forest preserve district boards in counties with populations under 3,000,000 to sell parcels of land smaller than 3 acres.

Permits sales only when the parcel was originally part of a larger property but became separated and isolated due to construction of a new public road.

Requires board approval by affirmative vote of three-fourths of members and a professional appraisal by an MIA or State-certified appraiser within one year before the sale takes effect.

Mandates that net proceeds from any land sale be deposited into the district's Endowment Fund under Section 13.7 and used exclusively for future land acquisitions.

Takes effect immediately upon becoming law.
