• Amends the Illinois Public Aid Code Section 5-2 to expand medical assistance eligibility classes and establish new coverage programs for vulnerable populations.

• Prohibits state agencies from using third-party managed care organizations or health maintenance organizations to administer benefits for Article III eligible persons unless they had existing contracts before December 31, 2009, with limited exceptions for care management programs.

• Establishes Family Care Eligibility (paragraph 15) for caretaker relatives aged 19+ with income at or below 185% of Federal Poverty Level, including premium requirements and monthly billing provisions.

• Adds new eligible populations including persons with HIV/AIDS, breast and cervical cancer screening program participants, uninsured persons needing prostate or testicular cancer treatment, and asylum applicants receiving legal representation or torture treatment services.

• Takes effect upon becoming law and authorizes the Department to adopt necessary rules including emergency rules to implement the new coverage provisions.
