• Amends the Nurse Practice Act to ratify and adopt the Nurse Licensure Compact, allowing licensed practical nurses and registered nurses to practice across multiple states through mutual recognition of licenses.

• Establishes a "multistate licensure privilege" system where a nurse licensed in their home state (primary state of residence) can practice in other party states without obtaining separate licenses, while remaining subject to each state's practice laws.

• Creates a coordinated licensure information system administered by state nursing boards to collect and share information on nurse licensure, disciplinary actions, and investigations across party states.

• Designates the head of each state's nursing board as the Compact administrator and authorizes boards to recover investigation costs, issue subpoenas, and take adverse actions against nurses' practice privileges in their respective states.

• Takes effect January 1, 2011, with provisions scheduled for repeal on January 1, 2018.
