• Expands the Department of Human Services' Office of Inspector General authority to investigate abuse and neglect of adults with disabilities living in the community under the Abuse of Adults with Disabilities Intervention Act.

• Adds definition of "adult student with a disability" (ages 18-21 with an Individual Education Program) to enable reporting of abuse and neglect of this population to both the Inspector General and law enforcement.

• Requires the Department of Children and Family Services to redirect reports of disabled adults (ages 18-59) not in DCFS-licensed facilities to the Department of Human Services' Office of Inspector General for investigation.

• Extends child abuse and neglect reporting requirements to include adult residents in facilities licensed under the Child Care Act of 1969, using the same criteria as child abuse and neglect definitions.

• Applies existing child protective service investigation procedures, confidentiality protections, and central registry maintenance to reports involving adult residents.
