Amends the School Code to change the appeals process for waiver and modification requests: disapproved requests are now appealed to an appeals advisory committee that makes recommendations to the State Superintendent of Education, rather than to the General Assembly.

Removes provisions allowing the General Assembly to disapprove waiver and modification requests within 60 days of the State Board's report.

Establishes an appeals advisory committee composed of 9 members (teachers' representatives, school administrators, principals, parents, business community, Chicago School District, and public member) appointed by the State Superintendent of Education to hear and recommend action on appeals.

Expands Section 2-3.25m to explicitly include mandate waivers and modifications within the appeals process that applies to school and district status determinations.

Takes effect immediately upon becoming law.
