Prohibits retail sale and distribution of novelty lighters in Illinois, defined as lighters designed to resemble cartoon characters, toys, guns, watches, musical instruments, vehicles, animals, food, or beverages, or that have flashing lights or musical features.

Excludes from the prohibition lighters manufactured before January 1, 1980; non-functional lighters; devices for fireplaces or grills; and standard lighters with only logos, labels, decals, or artwork.

Does not apply to transportation of novelty lighters through Illinois or storage in closed public warehouses or distribution centers.

Establishes violations as petty offenses with fines up to $500 per offense, with each day of violation counting as a separate offense; clerk employees are exempt unless they intentionally violate the law.

Authorizes enforcement by the State Fire Marshal, state, county, or municipal law enforcement officers, or municipal code enforcement officers, effective upon enactment.
