Creates new criminal offense under Illinois Criminal Code prohibiting minors under 17 years old from knowingly disseminating images depicting nudity or sexual conduct of themselves or other minors under 17 by electronic transfer or capture.

Prohibits minors under 17 from knowingly requesting another minor to create and distribute nude or sexually explicit images.

Prohibits minors under 17 from obtaining such images and uploading them to the internet with intent to injure reputation, cause emotional distress, or profit from the display for at least 24 hours.

First violation of the dissemination or solicitation provisions is a Class C misdemeanor; second or subsequent violation is a Class B misdemeanor; first violation of the revenge porn provision is a Class A misdemeanor; subsequent violations are Class 4 felonies.

Court may require convicted minors to complete a fee-based diversion program (not exceeding $75) and may suspend electronic device use for up to 6 months for repeat offenders, with exceptions for life-threatening emergencies.
