Mandates state contracts for climate projects include performance standards and cost-per-ton benchmarks in contract language.

Directs the Department of Central Management Services to regularly audit contractors for compliance; non-compliant contractors must either provide certified carbon offsets for shortfalls or refund contract funds.

Requires state agencies to submit regular reports to the General Assembly on contract performance metrics and suspends all climate funding for agencies failing to complete required audits and reporting.
