Removes the Radiation Protection Act of 1990 from the Regulatory Sunset Act's January 1, 2011 repeal date and instead schedules it for repeal on January 1, 2021.

Expands the definition of "by-product material" to include discrete sources of radium-226, materials made radioactive by particle accelerators, and naturally occurring radioactive materials produced or extracted after August 8, 2005 for commercial, medical, or research use.

Eliminates the classification system (Classes A-D) for radiation installations and replaces it with Agency-determined inspection frequencies based on associated radiation hazards.

Removes detailed fee structures and inspection schedules from statute, allowing the Illinois Emergency Management Agency to establish inspection frequencies and fees by rule.

Requires individuals implementing comprehensive radiation protection programs at hospitals and facilities using mammography, computed tomography (CT), or therapeutic radiation machines to register with the Illinois Emergency Management Agency.
