Amends the School Code Section 30-14.2 regarding MIA/POW scholarships for eligible veterans and servicepersons and their dependents.

Expands the definition of "eligible veteran or serviceperson" to include persons who entered service as a resident of another state, later became an Illinois resident, and subsequently joined the Illinois National Guard or U.S. Armed Forces reserves while residing in Illinois.

Maintains existing scholarship benefits of 4 calendar years of full-time enrollment at state-supported Illinois institutions of higher learning for spouses, natural children, legally adopted children, or step-children of qualifying veterans or servicepersons.

Requires the Illinois Department of Veterans' Affairs to administer the benefits and determine eligibility, with the State Comptroller paying institutions and facilities through approved vouchers.

Takes effect immediately upon becoming law.
