Changes the general primary election date from the first Tuesday in February to the fourth Tuesday in April in even-numbered years.

Moves the deadline for judges to file declarations of judicial retention from the first Monday in December to the fourth Monday in February before general elections.

Adjusts the blackout period for printing and mailing legislators' newsletters and brochures to begin on March 15 (instead of December 15) of the year of a general primary election and end the day after the primary election.

Applies the same newsletter and brochure blackout period restrictions to the Legislative Printing Unit operations.
