Imposes a 2-year moratorium on expanding eligibility under the Covering ALL KIDS Health Insurance Program beginning on the bill's effective date.

Imposes a 2-year moratorium on expanding eligibility or creating new programs that would add new categories of eligible individuals under the Medicaid medical assistance program.

Requires a 3/5 supermajority vote in both the House and Senate to authorize any eligibility expansions under these three programs after the moratorium period.

Takes effect immediately upon becoming law.
