Amends the Illinois Municipal Code sections governing nonpartisan primary elections for cities and villages.

Provides that write-in candidates shall not be considered as having timely filed valid nominating papers for purposes of preparing primary ballots or determining whether to hold a primary election.

Removes previous provisions allowing a person intending to become a write-in candidate to file a written statement that would trigger a primary election if they became the fifth candidate filing for an uncontested office.

Eliminates language requiring write-in candidates in village elections to receive at least 10% of votes cast for a candidate on the primary ballot in order to appear on the general municipal election ballot.
