Expands absentee voting provisions for residents of nursing homes to also include residents of assisted living facilities, shared housing arrangements, and supportive living facilities under the Illinois Public Aid Code.

Changes terminology from "nursing home resident's identification card" to "incapacitated senior's identification card" to reflect the broader group of eligible voters.

Applies existing absentee ballot procedures, application requirements, and identification card issuance rules to residents of assisted living, shared housing, and supportive living facilities on the same basis as nursing home residents.

Requires the Department of Public Health and Department of Healthcare and Family Services to certify lists of all eligible facilities to the State Board of Elections at least 120 days before each election.

Effective immediately upon passage.
