Creates new Section 3-405.5 of the Illinois Vehicle Code allowing owners of first division vehicles (excluding antique, custom, street rod, commuter van, electric, and low-speed vehicles) to apply for single registration plate display on rear of vehicle instead of front and rear.

Requires applicants for single-plate registration to pay an additional $250 fee for each new and renewal registration application, with $10 of that fee deposited into the State Police Vehicle Fund.

Directs Secretary of State to issue one registration plate (instead of two) to vehicles registered under the single-plate program.

Requires Secretary of State to note on registration card that vehicle is only required to display one registration plate on the rear.

Amends Sections 3-410, 3-412, and 3-413 of the Illinois Vehicle Code to implement single-plate registration requirements and display provisions.
