Amends Section 2.26 of the Wildlife Code to establish definitions for "bona fide equity shareholder," "bona fide equity member," and "bona fide equity partner," each requiring ownership intent to retain shares/interests for at least 5 years.

Requires deer hunting permits issued by the Department in accordance with administrative rules, including three types of resident archery permits: combination permit (one either-sex and one antlerless-only), single antlerless-only permit, and single either-sex permit.

Sets permit fees at maximum $25 for residents; non-resident fees capped at $300 (2005), $350 (2006), and $400 (2007 and thereafter), with lower rates for non-resident archery hunters ($325 in 2005, $375 in 2006, $425 in 2007 and thereafter).

Issues permits without charge to Illinois landowners with 40+ acres, resident tenant farmers on 40+ acres of commercial agricultural land, and bona fide equity shareholders/members/partners with 40+ acres (limited to 15 permits per county for corporations/LLCs and 3 for partnerships).

Permits handicapped persons and those age 62 or older to use crossbows for taking deer; establishes minimum 20,000 non-resident either-sex archery permits; effective January 1, 2011.
