Amends Section 11-9.1 of the Criminal Code of 1961 to expand the definition of sexual exploitation of a child to include "virtual presence" in addition to physical presence.

Adds new definition of "virtual presence" as an online environment created with software and presented via the Internet, such as through webcamming programs where a user appears on a computer monitor or handheld device.

Creates new offense for knowingly enticing, coercing, or persuading a child to remove clothing for sexual arousal or gratification purposes.

Establishes sentencing: first offense is Class A misdemeanor; second or subsequent offense is Class 4 felony; also Class 4 felony if victim was under 13 years of age or offender has prior sex offense conviction.

Defines "child" as a person under 17 years of age and "webcam" as a video capturing device designed to take digital photographs or live/recorded video with live transmission capability over the Internet.
