Requires Illinois Commerce Commission-regulated utilities that own power stations or substations within 200 feet of lakes, rivers, or streams to file contamination reports with the Commission by June 30, 2011.

Utilities with existing environmental reports completed within the previous 5 years must make those private reports available for public viewing by July 28, 2011.

Utilities without prior environmental reports must conduct and complete a full environmental survey of the property by August 30, 2011, including soil and water sample data.

Environmental studies must be filed with the Illinois Commerce Commission, and the Illinois Environmental Protection Agency must review all surveys by November 30, 2010.

Takes effect upon becoming law.
