Allows persons providing "kinship care" to file for child custody if they are the "de facto custodian" who has been the primary caregiver and financial supporter for at least 6 months (if child under 3) or 1 year (if child 3 or older).

Defines "kinship care" as care provided by a relative, grandparent, godparent, stepparent, or any adult with physical custody and kinship bond with a child.

Requires notice of custody proceedings be served by personal service or certified/registered mail to all parties who have appeared of record, including de facto custodians.

Modifies Probate Act guardianship procedures to require service on the person having custody of the minor is jurisdictional, while failure to notify relatives is not jurisdictional.

Requires notice of guardianship hearing be sent by certified or registered mail with return receipt requested to all persons who have appeared of record in the proceeding.
