Amends Illinois Vehicle Code Section 15-316 to create an exception for cargo tank vehicles delivering propane for heating from local weight restriction ordinances.

Exempts cargo tank vehicles with two or three permanent axles from highway weight restrictions when carrying propane loaded at no more than 50 percent capacity and with gross vehicle weight not exceeding 32,000 pounds.

Requires exempt cargo tank vehicles to have an operating gauge displaying propane capacity percentage and either display tank capacity on the vehicle or maintain capacity documentation inside the vehicle.

Establishes that propane weighs 4.2 pounds per gallon for purposes of determining compliance with weight limits under this exemption.
