Amends the Unified Code of Corrections to modify procedures for executive clemency petitions (pardons, commutations, and reprieves) submitted to the Governor through the Prisoner Review Board.

Establishes a one-year waiting period before the Board can accept a repeat clemency petition after denial by the Governor, with exceptions if the Board Chairman finds new significant information or compelling humanitarian circumstances.

Requires the Governor to decide clemency applications and communicate decisions to the Board within one year after the Board hearing, to the extent possible.

Mandates the Board to notify the county Sheriff and law enforcement agencies (in municipalities over 10,000 population) of any Class X felony offender's release if they have requested ongoing notice.

Takes effect upon becoming law.
