Changes Chicago Board of Education governance from mayoral appointment to voter election effective April 12, 2011

Establishes 7-member elected board with members elected at large for 4-year terms, with initial staggered terms determined by lot (4 members for 4 years, 3 for 2 years)

Elections held at consolidated elections in April of 2011 and every second year thereafter, with board organizing within 28 days after each election

Requires candidates to file statement of economic interests and be citizens, registered voters, residents of Chicago for at least 3 years, and not child sex offenders

Specifies vacancy filling procedures: remaining board members fill vacancies within 45 days, with Mayor filling if board fails to act; elections held at next school election unless less than 28 months or 88 days remain in term
