Educational service centers may provide training, technical assistance, coordination, and planning in financial planning, consultation, and services in addition to existing program areas.

Upon the removal, disqualification, resignation, or expiration of the regional superintendent of schools' term in educational service regions with 2,000,000+ inhabitants, educational service centers assume all rights, powers, duties, and responsibilities of the regional superintendent (only to the extent additional funds are appropriated).

The office of regional superintendent of schools in educational service regions with 2,000,000+ inhabitants is abolished upon the earliest occurrence of the superintendent's removal, disqualification, resignation, vacancy, or term expiration (instead of abolishment on July 1, 1994).

Money in the institute fund may be used by the regional superintendent to defray all costs associated with the administration of teaching certificates.

Language stating that certain county board provisions do not apply to counties with 2,000,000+ inhabitants is removed, effective July 1, 2010.
