Prohibits operating a motor vehicle on a roadway while using an electronic communication device, expanding the ban from only text messaging to all uses of wireless phones, PDAs, and portable computers.

Requires electronic communication devices be used in hands-free or voice-activated mode when operating a vehicle.

Exempts law enforcement officers and emergency vehicle operators performing official duties, drivers reporting emergencies, and drivers using hands-free or voice-activated devices.

Exempts commercial motor vehicle drivers reading messages on permanently installed communication devices with screens no larger than 10 inches by 10 inches.

Exempts drivers parked on roadway shoulders or stopped in traffic with transmission in neutral or park.

Effective January 1, 2011.
