HB5462 Summary

• Amends the Statewide Grand Jury Act to expand jurisdiction to include public corruption offenses involving theft, fraud, extortion, and violations of Articles 33 and 33E of the Criminal Code of 1961.

• Authorizes statewide grand juries to investigate violations of offenses involving corruption of public officials across multiple counties where county grand juries cannot effectively perform the investigation function.

• Requires the Attorney General to apply to the Chief Justice of the Supreme Court for appointment of a Circuit Judge to convene a statewide grand jury, with consent from affected State's Attorneys or demonstration of good cause if consent is withheld.

• Establishes venue for public corruption trials in the county where the offense occurred and limits the number of concurrent statewide grand juries to no more than 2 at any time.

• Maintains existing statewide grand jury authority over narcotics crimes, money laundering, firearms trafficking, street gang felonies, terrorism offenses, and computer-facilitated child exploitation crimes.
