Provides a 5-year exemption from retrofitting lawn sprinkler systems with reduced pressure zone (RPZ) valves for systems installed 20 or more years before the effective date of this act.

Authorizes the Department to grant permanent exemptions from RPZ valve retrofit requirements if the system cannot be retrofitted or if retrofitting costs would be unreasonably high.

Applies to any requirement in state law, Department rules, or local government ordinances (including home rule units) concerning RPZ valve retrofitting for qualifying older systems.

Takes effect immediately upon becoming law.
