Establishes initial hospital licensing fee of no less than $1,000 and annual renewal fee of no less than $300 for applicants seeking licenses to operate hospitals in Illinois

Requires hospitals with lapsed licenses to pay a restoration fee of no less than $100 and a lapsed renewal fee not to exceed $600

Creates the "Improved Access to Health Care Fund" as a special state treasury fund to receive all hospital licensing fees collected

Directs that money in the fund be used exclusively for improving access to health care

Takes effect immediately upon becoming law
