Amends the Taxi Safety Act of 2007 to establish minimum requirements for taxi drivers, including being at least 21 years old and possessing a valid driver's license from any U.S. state.

Requires taxi drivers to maintain a valid driver's license continuously; those who lose licensure must cease operating immediately and cannot resume for 3 years after licensure is restored.

Prohibits taxi drivers from operating if convicted during the preceding 3-year period of leaving an accident scene, driving under the influence, reckless driving, drag racing, street racing, manslaughter, or reckless conduct involving a motor vehicle.

Mandates posting of the taxi driver's picture, license/registration number, medallion number, and a telephone number for reporting reckless operation in a visible location within each taxicab.

Requires law enforcement to test taxi drivers for drugs and alcohol if they collide with a pedestrian resulting in bodily injury; act becomes effective July 1, 2011.
