• Amends the Emergency Telephone System Act to allow Emergency Telephone System Fund expenditures to include costs of public safety agency personnel and equipment dispatched in response to emergency calls.

• Modifies the Illinois Municipal Code to permit municipalities to deposit hotel use tax and hotel operator's tax revenues into the general fund for any municipal purpose, rather than restricting use to tourism promotion.

• Allows municipalities imposing surcharges under Section 15.3 to direct Emergency Telephone System Fund moneys toward personnel and equipment costs directly attributable to system operation.

• Applies effective immediately upon enactment.
