Establishes an annual fee for filing emergency and hazardous chemical inventory forms with the State Emergency Response Commission (SERC), with fee structure and procedures to be set by SERC rules.

Allows SERC rules to include penalties for late filing and may exempt State, county, and municipal entities, special districts, and other public bodies deemed appropriate by the Illinois Emergency Management Agency.

Directs all fees collected to be deposited into the Emergency Planning and Training Fund for SERC activities under the Illinois Emergency Planning and Community Right to Know Act and federal statutes, including support for local emergency planning committees and training initiatives.

Eliminates Tier I inventory form requirements and modifies inventory form submissions to require only Tier II data, filed annually by March 1.

Makes all fees collected nonrefundable and takes effect immediately upon becoming law.
