Amends the Sex Offender Registration Act (730 ILCS 150/2) to include distributing harmful material to a minor (Section 11-21 of the Criminal Code) as a sex offense requiring registration.

Adds violation of Section 11-21 to the definition of "sex offense" in subsection (B)(1) of the Act, making it an underlined addition to the list of offenses.

Expands the scope of offenses that trigger sex offender registration requirements to encompass distribution of harmful materials to minors alongside existing sexual abuse, exploitation, and pornography offenses.
