Requires electronic benefits transfer cards (LINK cards) issued for food stamp benefits or cash to display the primary cardholder's name and photo effective January 1, 2011.

Allows primary cardholders to optionally authorize secondary users whose names appear on the card.

Permits card use only if the user is the primary cardholder with a matching photo or a secondary user who presents a current valid photo identification confirming their listing on the card.

Directs the Department of Human Services to begin transitioning to photo ID-enabled LINK cards upon the bill's effective date and complete the transition by January 1, 2011.

Takes effect immediately upon becoming law.
