HB5555 Summary

• Amends the Illinois Municipal Code Section 7-1-13 to add a new category (h) allowing municipalities in counties with 800,000-2,000,000 inhabitants to annex unincorporated territory of 60 acres or less that is bounded by State-owned property, including highway right-of-way owned in fee by the State.

• Removes the restriction preventing notice to impacted landowners for annexations under item (g) (railroad property) and relocates this notice requirement to subsection (b) for item (g) annexations only.

• Requires municipalities annexing territory under item (g) to provide written notice to impacted landowners in addition to existing publication and taxpayer notification requirements.

• Maintains existing prohibitions on municipal annexation of forest preserve district territory in counties with 3,000,000+ population and park district territory without consent of those districts.

• Takes effect upon becoming law.
