Amends the Illinois Vehicle Code Section 11-205 to establish specific requirements for police vehicle operation during emergency responses, known as "Bachman's Law"

Requires police drivers to activate oscillating, rotating, or flashing lights at all times during emergency response when disregarding maximum speed limits or other traffic regulations

Mandates police drivers use sirens to warn pedestrians and other persons of their approach during emergency response situations when disregarding speed limits or traffic regulations

Requires police drivers to exercise due regard for the safety of others and drive with due care, though permits covert approaches when situationally necessary if the driver complies with all traffic laws

Defines "emergency response situation" as an incident where the officer reasonably believes death, personal injury, or apprehension of suspected offenders is likely and rapid response will reduce incident severity
