Adds "religious institutions" to the definition of "child welfare agency" under the Child Care Act of 1969

Allows churches, synagogues, temples, mosques, and other religious institutions licensed as child welfare agencies to adopt faith-based policies for adoption placement based on matching prospective adoptive parents' religious beliefs with the institution's beliefs

Requires child welfare of the child to remain the primary consideration in any faith-based adoption placement

Prohibits discrimination based on race in adoption placement policies and practices by any adoption agency in Illinois
