Creates the Public Land Pack and Saddle Animal Access Act to establish access rights for pack and saddle animals on public land in Illinois.

Defines pack animals as beasts of burden (horses, mules, donkeys, llamas) used to transport materials and saddle animals as ridden animals such as horses.

Prohibits the State and any person from denying use of pack or saddle animals on trails or roads to access public land if the State has designated that land as suitable for such animal use.

Allows access restrictions only for public safety concerns, necessary maintenance, or reasons related to the managing agency's mission, with written notice posted at trailheads explaining the restriction and estimated duration.

Does not require or encourage the exclusion of pack or saddle animals from trails developed on public land after the Act takes effect.
