HB5715 Summary: Naturopathic Medical Practice Act

• Creates the Naturopathic Medical Practice Act to regulate naturopathic physicians through licensure by the Department of Financial and Professional Regulation, establishing a Board of Naturopathic Medicine and related advisory committees.

• Defines naturopathic medicine as a system of primary health care using natural therapies and diagnostic methods; sets licensure requirements including graduation from approved naturopathic medical programs and passage of a competency-based national examination.

• Specifies scope of practice including physical examinations, laboratory and diagnostic imaging tests, dispensing of natural medicines and prescription substances from an approved formulary, minor office procedures, and musculoskeletal manipulation, while prohibiting surgery, controlled anesthetics, and procedures beyond naturopathic training.

• Establishes a Naturopathic Formulary Council to determine which natural medicines and prescription substances naturopathic physicians may use, composed of naturopathic physicians, pharmacists, and a medical doctor.

• Amends the Illinois Controlled Substances Act to include naturopathic physicians who prescribe according to the naturopathic formulary in the definition of "prescriber," and sets an automatic repeal date of January 1, 2021 under the Regulatory Sunset Act.
