HB5762 Summary

• Amends the Child Murderer and Violent Offender Against Youth Registration Act to add involuntary manslaughter and endangering the life or health of a child as registrable violent offenses against youth when baby shaking is the proximate cause of death.

• Defines "baby shaking" as vigorous shaking of an infant or young child resulting in bleeding inside the head and causing conditions such as brain damage, blindness, cerebral palsy, hearing loss, spinal cord injury, seizures, learning disability, closed head injury, rib fracture, subdural hematoma, or death.

• Requires persons at least 17 years of age convicted of first degree murder against a victim under 18 years of age to register for natural life.

• Extends registration requirements to violent offenders against youth who are out-of-state students attending Illinois educational institutions or out-of-state employees working in Illinois for 10 or more consecutive days or 30 or more aggregate days per calendar year.
