Amends the Public Utilities Act (220 ILCS 5/9-223) to prohibit public utilities from imposing sprinkler standby charges on owners of structures equipped with automatic fire protection systems.

Defines "sprinkler standby charge" as additional charges imposed by public utilities on structure owners specifically because the structures have automatic fire protection sprinkler systems.

Maintains existing authority for the Illinois Commerce Commission to authorize fire protection charges to cover costs of providing water capacity and facilities for municipal and fire protection district needs.

Takes effect immediately upon becoming law.
